About Us

Salt of the earth people joining together for their own mutual protection. That's still us today.

Founded by the late Herbert C. Ewert, Sr., on June 11, 1931, Badger State Casualty Company Limited Mutual, headquartered in Waukesha, Wisconsin, offered personal auto insurance exclusively in Wisconsin. We changed our name to Badger State Mutual Casualty Company in 1956. Our operating area was expanded to the state of Iowa in 1972. In 1992, we adopted the name of Partners Mutual Insurance.

In 2012, we affiliated with Penn National Insurance, a regional mutual company that operates in the eastern regions of the U.S. We affiliated to gain more growth opportunities and operational efficiencies, and to access emerging technology.

And as the economy shifted from industrial to service and technology, we continued to change. We continue to adapt to meet the needs of our customers. Because we are a mutual company, our policyholders — not stakeholders — come first. We'll be there to help you feel secure and make life better when bad things happen.

We sell a diverse array of business insurance, and auto and homeowners insurance. We sell only through independent insurance agents. Independent insurance agents can sell for a variety of insurance companies. They work for their insurance-buying customers and not for the insurance companies. Their customers can feel secure, knowing that their agent is looking out for their best interest and matching them with the best insurance carrier to meet their unique needs.

True to our roots, we’re still a mutual insurance company, which means we operate for the benefit of our policyholders through providing superior customer service, and bringing innovative products and services to meet the ever-changing needs of the marketplace.
